It could be frozen fairly solid (once it's plowed or shoveled, it gets hard enough to hurt). There could be a metal fence, fire hydrant, entire car that you can't see. The way stupid shit spreads on the internet, too many people are going to see this, think it's a good idea, not think it all the way through, and get hurt. How many dumbasses got seriously hurt doing that "Ice Bucket Challenge" last summer? So the mayor says: "Don't be a dumbass." Of course, the real dumbasses are going to ignore him... And get hurt. And then tie up EMS. And probably end up filing a lawsuit against the city for putting that hydrant, sign, fencepost or whatever under the "big, fluffy snowbank.""There are NO situations which do not call for a French Maid outfit."
