It's a political organization doing political things. I skimmed the memo and didn't see anything at first glance that had me seeing any dispute with regard to telling scientists what to do.

I do see, however, that the political appointee of the political organization had a staffer working for the public affairs department write a political memo about how to put out political messages to change people's thinking. People are worried about clean water. The memo stated a desire to change that.

I see this memo as a red herring. It just doesn't mention anything groundbreaking. Except the use of "unchurched," which I thought was striking.

It mentioned poll data. And the vision. That's it.

Politics is finding the balance of what to stress and not stress. Consider the military - each commander has his/her own intent and vision for how the unit will be run. There is a mission. There is a vision. Separate things.

Same thing here. I really don't see anything to this. The memo neither stated science nor misstated it. It just brough up talking points and stuff.

These papers are usually from groups who have studied something and are passing on the information they put together.

I didn't see the indoctrinating kids part, either. That may be an interpretation you've got as to what outreach and communication means, but that is subject to debate.

There's plenty out there to point out. Citing this as evidence of alarmist indoctrination/misstatement of science is like citing a blizzard as evidence of global warming. Those who already believe it ill agree, but to everyone else it just looks silly.
