I think that the officer responding as he did to Devonte was awesome, and I'm glad it got a picture. Where is the dividing line where one cop's experience with who he or she thinks is suspicious, vs. another one's? I'm not trying to dogpile, but I think these are questions it's worth examining -- both my own reactions and thoughts, and probably others' as well.
