Georgia: Governor Signs Comprehensive Pro-Gun Bill into Law

Today, Governor Nathan Deal (R) signed into law House Bill 60, the most comprehensive pro-gun legislation in state history. HB 60 passed in the Georgia Senate by a 37-18 vote on March 18 and in the state House of Representatives by a 112-58 vote on March 20. HB 60 will take effect on July 1, 2014.

HB 60 enacts the following pro-gun reforms for all law-abiding gun owners in Georgia:

Removes fingerprinting for renewal of Weapons Carry Licenses (WCL).
Prohibits the state from creating and maintaining a database of WCL holders.
Creates an absolute defense for the legal use of deadly force in the face of a violent attack.
Lowers the age to obtain a concealed WCL for self-defense from 21 to 18 for active duty military, with specific training.
Allows for the use of firearm sound suppressors while hunting.
Repeals the unnecessary and duplicative state-required license for a firearms dealer, instead requiring only a Federal Firearms License (FFL).
Prohibits a ban on firearms in public housing, ensuring that the right to self-defense should not be infringed based on where one calls home.
Codifies the ability to legally carry, with a WCL, in sterile/non-secure areas of airports.
Requires reporting of those persons who have been involuntarily hospitalized or have been adjudicated mentally deficient to the NICS system while also providing the ability for relief through an application process to the court system allowing for restoration of gun rights.
Protects the Second Amendment rights of all law-abiding gun owners from being restricted or infringed by executive authority under a declared state of emergency.
Strengthens current firearms preemption statutes through further clarification of the regulatory authority of local governments, excluding firearm discharge ordinances.
Removes the sweeping restrictions on legally carrying a firearm with a WCL in bars, leaving this decision to private property owners.
Allows for churches to opt-in for legal carry with only a civil penalty of a $100 if a person happens to carry into a prohibited church unknowingly.

We thank NRA members, Second Amendment supporters, Georgia legislators and Governor Deal for their commitment to the passage and enactment of HB 60. The signing of House Bill 60 into law is the culmination of a very successful legislative session and provides law-abiding citizens of Georgia with a much-needed comprehensive pro-gun law.

This is great, I hope my state does some updating themselves. I never understood why I have to get fingerprinted every time I go to renew....



Here in Texas, when a person renews their CHL, it's all done on-line and as long as your photo and fingerprints were accepted at the first application, a background check is done and you're good to go. Takes about 30-days.

Clearly you couldn't find a clause to take issue with, but felt the need to assert your voice nonetheless.

Ron was simply sharing the details of passed legislation for his (?) state. Far more value than the one liner (no explanation) citations to flame bait that many like to post.

What is the death toll so far in Florida since the enactment of Stand your ground after instigating an incident... seems like open season on people of color.. but since Florida is the home of the Rosewood Massacre.... It is just tradition.

Yes. I've stated it many times to various posters; simply copying and pasting the words of somebody else is not a conversation. I'm sorry you didn't seem to be able to parse the meaning. I thought it was rather obvious, as apparently did Ron since he corrected the matter.

At the very least, the person should make a comment in relation to the wall of text they've copied and posted so we know where the poster himself stands in relationship to it. It doesn't have to be much, but at least it gives us somebody we can converse with. We can't converse with the author of the wall of copy and pasted text, because that person simply isn't here.

I'm not picking on anyone or any specific subject either. I actually don't give a damn.

I "asserted my voice" with regard to the mindless practice of copy and paste.

Nice. Expect violent crime in GA to decrease by a large percentage, or at least more violent-minded criminals get shot dead or wounded trying to commit a crime.

"These laws lower the cost of using lethal force," says Mark Hoekstra, an economist with Texas A&M University who examined stand your ground laws. "Our study finds that, as a result, you get more of it."

Open season on black people in Chicago is year round with no bag limit despite some of the strictest gun laws in the country, but apparently only other black people can get a license...

Their data shows a short term effect. But if you look at every example in their data set (page 33 of the linked PDF), that effect was negative by the end of the historical charts. Put bluntly, all of them have a lower murder rate, by their own curious (no units for Y axis) graphs, from when the law was enacted. Which makes their conclusion a bit hard to accept at face value.

Oh, really? Do you ever do it when it's not one of your gun foes? I see no shortage of insipid content free posts with nothing but a url, not even a vague description. Can I count on you to start hounding them....or hell, to nuke them entirely? I'm all for a rule that says the original content (word count) should generally exceed the cited content.

FL Gov Scott announced 23 Apr that the crime rate has dropped 4.7%. Many factors account for the drop. Might SYG be one of them?

Black homicide is generally committed by another black known by the victim, not a white person defending themself by SYG. The state with the highest rate of black homicide is surprisingly NE.

Rosewood is a pitiful reach. No one in FL talks about it because it has no bearing on present day living.

At any rate, here in GA concealed carry is better defined. We have been an open carry state for some time.

Because we know that the true benchmark for any advanced civilization is not how peaceful it's people can co-exist, but on how well armed the general population is.

It looks like many are orgasmic at this, it seems to me it should be a very sad day, in particular for people those who think being armed 24/7 is necessary.
