Proposal To End NSA Sweeps Of Phone Calls

It really changes nothing.

The house intel committee's proposal (which appears to be the one discussed in the first link) pushes the responsibility (and cost) of record retention to the phone companies, wouldn't require a warrant when they do request the records be transferred, and based on the analysis in the article from the guardian, actually allows the NSA to analyze more data.

There aren't enough details on the administration's proposal to really know what it's impact is going to be, but it looks better (doesn't expand analysis scope, doesn't remove judicial approval, doesn't require data retention by the phone companies).

Politics. The appearance of reform is usually sufficient to the general public.

So here's what happens. The GOP House proposes a reform bill (maybe even with a Democratic sponsor like Dutch Ruppersberger). It gets accused by liberals of not going far enough and being nothing more than symbolism over substance.

The President then has his own proposal. It gets accused by conservatives of not going far enough and being nothing more than symbolism over substance.

Both allegations are correct. However, both sides will fight publically about it. Meanwhile, they will agree to a compromise that proposes that all persons except Legislators are subject to phone record collection.

The POTUS is now talking. He said his proposal ensures that the government is not in possession of bulk data. Typical politician move. It means that they'll make sure someone else has it and it becomes easily accessible.
