Real answer: It is a cash benefit (for the ones I am talking about). What difference does it make if the cash is in actual physical cash or in "0" and "1"s on a plastic card? There is no requirement for how it is spent. There are times in life when it is more convenient to deal in cash and other times when it is more convenient to deal in plastic. That continues to be the case with cash benefits just as it is for you and me. I am paying a co-worker today for some girl scout cookies. Since she doesn't have a card reader I am paying her in cash. If people get cash benefits are they not allowed to buy girl scout cookies? Even if their own child is selling them?"What if there were no hypothetical questions?"
