The only downside to a terrorist attack killing every member of congress would be that people would think we should replace them. Scared of losing their jobs, scared of pissing off constituents, scared of the unforseen consequences of removing laws that were seemingly justified in being passed in the first place. The web of interaction that's the system of laws is impressive, and remember that many of them are written on the backs of someone who was legitimately wronged, and not addressed by the laws then in place. You think it's hard removing some corporate directive? (hint: it's nearly impossible). Try removing a law, particularly where businesses have wrapped their processes around its weirdness.
