On the other hand, he did run an honorable campaign with respect to how he treated his opponent. Did he even lie? That implies an intent all along to not do what he promised. In many of the issues (particularly Guantanamo Bay), the reality of the situation once he took office made it clear that his promise was unrealistic. Did Bush lie when he said "Read my lips..."?
