Unfortunately, self-ESTEEM has been the focus. Hence there are all these people out there who have no self-respect but have been taught to be okay with that.

IMO it's strictly a cultural problem (and I won't get into my radical right wing reasons of what I think the roots of this are) and it will only be solved once the culture changes. We can pass all the laws we want restricting guns and or anything else we feel threatened by. But until we decide as a society that each and every one of us is not going to stand by in silence, then the culture will never heal. Screaming racist, homophobe, crackah etc. or any of the other label we put on people to shut down the discussion that we must have is not helpful. I do not have much hope that anything short of a disaster will cause any social change.
