Ignore them and they get bored and restless. There are a lot of things kids could do that would be beneficial to society. Jailing them or putting them in the hands of some shrink isn't he answer. Ignoring them is worse. Possibly, opening opportunities helping highway depts. as mechanic's helpers, give them a flag to direct traffic in construction zones, help park crews, and etc. Businesses could get involved and open up opportunities. Opportunities in agriculture, beyond picking tomatoes. There are loads of ideas but to ignore them is just going to lead them to gangs and prison. I'm not saying to 'take care of them' but rather give them something worthwhile to do and give them a chance to gain self worth. Right now, gangs have the upper hand. Just a thought.
