Unfortunately, in his efforts to stem sectarian violence in 2007/8 he decided not to sign the SOFA but I don't think he or his ministers did enough analysis on a post-US withdrawal Iraq. He should have realized it late 2010 and most of 2011 that there were significant indicators of rising tensions and potential for increased violence as US forces pulled back to Kuwait and re negotiated then.
