Boulder was just trying to make it's usual liberal statement, as the whole thing was done solely for publicity. A lot of little old ladies who have their dead husband's gun and don't want it, a bunch of clunkers, maybe a few BB and pellet guns, depending on the rules of the event. There was one a little while back (Illinois maybe?) where some pro-gun folks dumped off several non-working pieces of crap (worth about $0) and a broken BB pistol and got several of the vouchers. They usually give out gift cards or similar, not cash. These guys took the cards for a local sporting goods store and used them towards a new gun. If it were a good law you wouldn't find yourself inconvenienced by it while trying to do something no one would argue is "wrong" to the point that you're trying to amend it.
