That is one messed up region of the world. Yup. The NKs are pretty insane, at least by our standards. Asian culture in general is very concious of "saving face" and the Nks take that to an extreme. And they are very accomplished at this sort of blackmail. They act insane, get attention, act important at the negotiation table, and we enable that behavior. You have to realize that most of this garbage is directed at their own population. Koreans have the computers or TV to see it. HERE is a satellite photo of the Korean peninsula taken at night. As you can see, South is all lit up, while North is virtually entirely dark.
