Romney on FEMA

Asked 14 times what he would do with FEMA, he refused to answer.

Pretty embarrassing for him right now, having called federal disaster support "immoral" last year.

In the wake of Hurricane Sandy, the left is taking great pains to push the meme that Mitt Romney has said FEMA is “immoral.” The lie was started last year by left institution Think Progress and recently picked up on by (former Think Progress blogger and now Slate contributor) Matthew Yglesias, as well as last night's predictable New York Times editorial extolling the virtues of big government.

The reality of what Mitt Romney actually said is quite different. Back in June, 2011 during the Republican Primary debates, Romney had the following exchange with CNN’s John King.

KING: Governor Romney? You’ve been a chief executive of a state. I was just in Joplin, Missouri. I’ve been in Mississippi and Louisiana and Tennessee and other communities dealing with whether it’s the tornadoes, the flooding, and worse. FEMA is about to run out of money, and there are some people who say do it on a case-by-case basis and some people who say, you know, maybe we’re learning a lesson here that the states should take on more of this role. How do you deal with something like that?

ROMNEY: Absolutely. Every time you have an occasion to take something from the federal government and send it back to the states, that’s the right direction. And if you can go even further and send it back to the private sector, that’s even better.

Instead of thinking in the federal budget, what we should cut — we should ask ourselves the opposite question. What should we keep? We should take all of what we’re doing at the federal level and say, what are the things we’re doing that we don’t have to do? And those things we’ve got to stop doing, because we’re borrowing $1.6 trillion more this year than we’re taking in. We cannot…

KING: Including disaster relief, though?

ROMNEY: We cannot — we cannot afford to do those things without jeopardizing the future for our kids. It is simply immoral, in my view, for us to continue to rack up larger and larger debts and pass them on to our kids, knowing full well that we’ll all be dead and gone before it’s paid off. It makes no sense at all.

There’s only one honest way to parse this exchange: Mitt Romney thinks that deficit spending is immoral.

if we falter and lose our freedoms,
it will be because we destroyed ourselves."

I worked for FEMA in 2000. At that time, before 9/11 and Katrina, the way the system worked was for the president to declare a natural disaster. The next step was for the governor to formally request federal assistance. FEMA was not intended to be a first responder.

What I saw was that the amount of federal tax dollars that flowed into the disaster area was obscene. That is to say, if you got your paperwork straight you got a lot of money. My specific job was to assist the governor's representative and help get the paperwork right. We had others who helped the citizens get their claims filed properly.

I am pleased that Romney is not getting sucked into a baited question. The FEMA needs some serious budget oversight. Good for him.

You do know what CONTEXT means, right? (No, I doubt you do).

Asked several times about federal disaster relief he replied each time that deficit spending is immoral.

So either he was unethically weaseling to evade the question or the context of his answer was federal disaster relief.

Either way, it reflects poorly on him.

And asked about it again this week 14 times, he EVADED the question.

I am 1 semester away from completing a bachelor's degree in Emergency & Disaster Management. I have done some extensive research into federal disaster spending, political influence of federal disaster spending, and benefits of disaster mitigation spending. There is some short-term tangible benefit to providing disaster relief spending. There is NO long term benefit to, and actually quite a lot of self-harm caused by, disaster relief spending as opposed to disaster mitigation spending. One dollar spent on relief holds only the value of the money at the time it is spent. One dollar spent on disaster mitigation has the cumulative effective value of $15 in saved relief costs for future disaster events, but has zero measurable political benefit to the politicians making the spending. I am a HUGE advocate for a massive revision of the federal disaster declaration and payment system. It really will affect our Nation financially.

The are two problems with your mitigation approach:

1. Mitigation money has to be derived at the local level. Why do that when its easier to not do anything, wait to see if it makes landfall, then declare, then ask for a FedDec of 85% and let the federal government pay for it. (I'll delve more into this later)

2. How would Billy Nungesser get to thump his chest and tell the good folks of Plaquemines Parish how he got the federal government to take care of his people.
Nobody has time to listen; because they're desperately chasing the need of being heard.

If you add those totals up it looks right to me. I caught it in the middle, so I'm not sure if he just said state of emergency, state of disaster, both, etc

That's a FEMA declaration every 2.5 days over his 4 years...

Mitigation money is available from a multitude of federal programs, and is relatively easy to attain. Convincing your constituents that it is a wise use of money is not easy, but should be done regardless of public opinion since it is in the best interest of the people. It is easier to do nothing and wait for federal assistance, but is that best for the people? No. It is best to take preemptive action and mitigate hazards before disaster events happen.

Believe it or not, there is a difference between what is easy and what is right.

Except that a fire management assistance request is not a state of emergency or state of disaster. It is a release of funds to help states fight fires. 2011 was one of the worse years in a while.

I guess that pointing out that the previous administration had about the same number of declared emergencies and fire suppression request on average as Obama, wouldn't really matter to you.

I know that, that's why I said I caught the middle of the interview, they probably ment all three. And I said it was once very two days, and by running the math I am correct 2.5 days.

Nope wouldn't matter since my point was about handing money out like candy.

A more perfect example of the selective "thinking" that a Right Wing Conservative must do cannot be found.

Track down the entire exchange between the debate moderator and RMoney on Youtube. RMoney could not have been more clear when he described, on the issue of federal disater relief, defecit spending as immoral. What he said, and the context in which it is said, are quite clear, even to the average 7th grader.

What is even more bizarre about the statements is that RMoney was wildly in favor of the Iraq invasion and occupation, as well as the Afghanistan adventure we are still stuck in. RWCs/Republicans show MASSIVE concern over defcit spending only when a Democtratic administration is in power. When the Rescums are, money is spent with zero concern for the deficit.

The bullshit that RWCs fall for shouldn't be able to fool a middle school student. How come RWCs are so damn gullible?

I agree, it is very clear what RMoney said, and what RMoney meant.

I take it you tracked down the vidoe and watched it. When one actually takes the time to see what was said, and how it was said, there is no disputing the facts.

Good job, Marc. There is hope for you yet.

And they're also counting each instance of a particular disaster in those totals. Take Sandy as an example, there are 3 disaster declarations (one for NY, NJ and Conn) and 12 emergency declarations ( Most of the NE US states, including the 3 states mentioned above ).

Hurricane/Tropical storm Irene had 12 Disaster declarations and 15 emergency declarations
