Would I turn down $3B or $3M? Of course not. Would you turn down $0.01? I would, pennies are annoying. What does that have to do with anything?

The pertinent question is, are we getting anything of value for our $52.7B? That should be the question for all potential budget cuts. I think cutting all foreign aid would not be worth the $52.7B we'd save. And while we quibble about $52.7B, we're spending a lot more than that on things that I don't think we get any value out of.
