I got that he saw it as a pressing problem. But this perception is what you often hear me refer to as left-wing victimization. It isn't always real victimization but it's often incorrectly perceived that way

I would think "holding steady" is an improvement. With the birth rate for black teenagers at the lowest rate in 10 years, I would expect welfare to start going down for blacks.

I think a reduction in teen birthrates for blacks will have some longer term positive effect. Hopefully it will give many a chance to get a better education without being bogged down with the responsibilities of parenthood at a very young age.

In today world the question on it's own is an acceptable one.. the subject is currently one of interest.
