Obama agreed with the GOP to extend the Bush cuts thru 2012 just so they could avoid voicing a real vote on a new approach. And it also allows him and the GOP nominee to present any plan as a tax cut based on the premise that the 2013 baseline will be higher than now. Just like Obama and McCain did in 2008.
