Because they tend to present themselves that way - as a solid voting bloc that can influence elections and set policy. Which is no surprise; they want to be seen as a solid, influential force in politics. The Tea Party Patriots (a solid organization with leaders, clear boundaries etc) claims to represent them, and claim to be the "Official Home of the Tea Party Movement.
However, I do agree that that particular label spans more than that organization, and there are people who refer to themselves as Tea Partiers who do not align with the goals of the TPP.

Probably true, which is unfortunate. While I don't think he's electable, his participation in the election would bring a badly needed new perspective to the process.
