But the gov was pushing bankers to make loans to those who were not qualified. They knew they would have to refi and have the cards fall into place. That is a concious decions to roll the dice and see where you go. A mix of greed and stupidity for all involved. Including the pooooooooor wittle ittle innocent home owners.
