Actually I think if you overlay a political party map over that map you'll find your statement isn't correct by a long shot. Every year at the Esri Conference somebody will make some sort of joke map out of legitimate GIS data. The map you've linked is one of them. They're "funny" (if you're a geographer), but when released into the wild people make silly comments.
