I don't think the WWW is doign much of anything with regard to changing peoples' behaviors with it. What the web does, however, is provide people an outlet. People can find more like-minded individuals with which to exchange ideas. Or, perhaps more appropriately, to provide a sense of validation to their ideas. Because of the ease in finding these people it looks like it is more prevalent. I'll say I do not have the empirical evidence to back this up but I DO have a pretty strong opinion that the internet gives people the outlet to often anonymously post to the world their views.
