Doing away with the false dichotomy of left vs right and R vs D would be a good start, but that would threaten the established (entrenched?) power brokers at the top levels. Or they can waste time and money on this secession nonsense. If the rural folks want a bigger voting block, they need to encourage more voters to move to the sticks. Then those new voters need to be invested enough in the rural way of life to vote with the rural voters. Note: I don't think that's necessarily a bad thing.
