Not to really come to their defense or anything, but I routinely work in an office building WELL after 10pm. I'm the ONLY person on that entire floor except when the cleaning people come in. When the cleaning people come in, every light on the entire floor goes on. Further, if I get up out of the "office" I'm working in to get a cup of joe or hit the head, the sensors again turn every light on with the exception of the private offices. This is a HUGE building and yes, it's a waste of energy, but . . . I understand it. Yes it might be more efficient to only turn some lights on in certain zones, but this is simply the way the building is wired. Could there be "smarter" sensors put in? Probably.
