A new DA formed it in 2007 because Dallas at that time had the highest exoneration rate in the state (not necessarily a good thing). Police departments are judged by catches and convictions. No one really gives a shit at the time if they're rightful, especially if there's the emotionally satisfying moment of the eyewitness, on the stand, saying "yup, that's the guy who did it."
