California's term limit law says he can't have served 2 terms after Nov 6, 1990. Since his terms of office were before that date, his term limit clock essentially said zero when he was elected.

It is completely relevant based on GOP supporters digging into ANY and EVERYTHING about a persons past, since actually being successful at doing a job is far less important in political opponents than any "moral lapses" or percieved affiliations.

Perhaps if you had looked at the past performance of running ANYTHING sucessfully might have given you a clue about how W was going to run the country.
