I ask because a friend is joining the Texas State Guard and I did some research on the organization and couldn't (in a couple minutes of googling) find other states that had similar non-nationalizable military units. It's a completely volunteer force, no military experience required. Primary reason for existence is "to provide mission-ready military forces to assist State and local authorities in times of state emergencies, with homeland security and community service through Defense Support to Civil Authorities (DSCA).
