If bomber A wears the explosives in his drawers, and bomber B puts the switch in with his laptop there's no way to set them off on the ground. The hardest part to smuggle on is the blasting cap, or DET cord, or whatever you use to activate the explosives. Combining them in-flight is something you can learn in a two hour seminar.
