Semi-literate writers may well have a point - you just often can't figure out what it is, because they're semi-literate. What does the country of the publication have to do with the literacy of the author? Did you highlight "artical" [sic] to emphasize the absence of literacy?... But if we works at the Best Buy phone support center, and his service base is, say, Utah, then he's not going to be very effective. The author of the article posted here might well be very fluent in some other language; perhaps he'd be completely comprehensible if he wrote in Spanish. But if you are trying to post in English, it behooves you to be able to write coherently in English.
