IUt's simply a matter that they did things that were very unpopular and used the vast control of congress and executive that they were given. The problem is not that they weren't productive. Normally, a candidate can say, "look at all we accomplished." Now, of course, they don't have something nice and clean to hang their hats upon. it WAS highly productive - the most since the 1965 session that brought us such budget killers as Medicare. Medicare was great until the bills came do and people lived longer. Now than there are fewer than four people paying into Medicare for every person taking from it (and the ratio moving ever downward) we see that actually fixing this didn't happen.
