I'd say giving pot to a 2 year old is worse (over the short run) than giving her a cigarette; for despite the health risk and addictive nature of cigarettes, the immediate effect of pot is a level of intoxication that quantitatively is more akin to getting very drunk, which a toddler is too young to understand or process rationally. Unfortunately, the police official did little good by comparing a 2 year old being given pot with his 16 year old daughter hypothetically drinking a beer (the horror).
