Aside from the clumsiness of not posting a link or description so people will know what the fuck your OP is talking about, your title wrongly implies that the UN is taking it upon itself to comment on Arizona's immigration law. Well, that's not the case - the US State Department made a reference to the law in a report it submitted to the UN - and then Gov. Brewer complained. I did the work for you. So as to your first question 'do they really think they have ther right?' the answer is yes, they not only have the right but were appointed to the position specifily to monitor numan rights breaches.
