Try to get your facts straight. Aside from the clumsiness of not posting a link or description so people will know what the fuck your OP is talking about, your title wrongly implies that the UN is taking it upon itself to comment on Arizona's immigration law. Well, that's not the case - the US State Department made a reference to the law in a report it submitted to the UN - and then Gov. Brewer complained.

It is the job of the United Nations' human rights commissioner to review what Governments are doing globally to uphold human rights. So as to your first question 'do they really think they have ther right?' the answer is yes, they not only have the right but were appointed to the position specifily to monitor numan rights breaches. That the US Governmant sees this as a potential breach of human rights and is using its challenge as an example of how it is protecting human rights is why the UN are looking at this in the first place.

I have no issues with anyone attributing what they copy and paste. It's when they don't and give the appearance, intentionally or not, that they wrote it themselves that drives me up the wall.

That said, a person doesn't usually need to copy and paste an entire encyclopedia when a link will usually suffice. That's also annoying as hell when people are responding to multiple quotes.
