A proposal to limit to a single gun was nixed, but the typical one per month is part of it. Issues this presents: 1) are there available gun ranges in a city that won't allow any gun shops? If not accessible, this is one of those indirect bans. 2) No idea what 4 hours of classroom would entail. Again, question of how this would be made available. CA has a training/test requirement on par with the DMV for a driver's license - take a 30-40 question multiple choice test. It's usually taken at the gun shop where you would purchase the weapon. 3) the text of inside the house would likely be challenged if it doesn't allow you to be armed in your garage or elsewhere on your property. Its goal sounds like it would be related to castle doctrine so you couldn't go after robbers in your garage, but the end result is likely to be too broad. 4) one gun unlocked at a time is equally suspect, though many cities (Hello SF) have laws saying all must be locked.
