The police are simply following the letter of the law, (fow many states anyway) they hav to "announce" they will set up roiad block, soem lawyer caught they do not have to say "Exactly where or when" only the town/city! I believe most third world countries have higher average IQ. And in Robeson County the average is barely room temprature. Count yourself lucky you don't live here.
