If all the Church leadership did was to take offending priests totally out of circulation (i.e., permanently away from children), but shield them from prosecution and lawsuits, then that would be mere accessory after the fact. But by doing such things as transferring offending priests to other assignments with children so that they could (and did!) sexually abuse more children at the new venue, is enabling the abuse during the fact. So as I said, you betcha: they were part of the gang. P.S.- It can also be reasonably argued that engaging in an ongoing practice of being an "accessory after the fact" for decades on end, effectively becomes being an accessory during the fact: it actively enabled the offenders and potential offenders by sending them this encouraging message: "If you are accused, we will protect you."
