They assign a dollar amount to a potential company risk and then calculate the cost to mitigate. All of the risks are grouped and the biggest potential ones receive funding and then continue down until the availble financing is used up. The only exception generally in regulatory. There are two solutions: More regulations or force companies to fix what they break, without "free" gov't assistance. I prefer the latter as it lets companies more clearly determine their acceptable risk and again take a proactive stance to issues, versus the endless cycle of getting new regulations and complying to them which stifles not only innovation but efficiency as well.
