I think it's a case to show how much care needs to be taken when giving new powers to the Police, because if they have it, they will use it. The original intent of section 44 was for senior police officers to temporarily authorise greater search powers in areas that are believed to be under threat - almost immediately it turned pretty much the whole of Greater London and some other metropolitan areas into permanent no-questions-asked stop and search zones. Now it's got to the stage where even the senior officers who created those zones are trying to get their beat cops to tone down the extravagant use of the powers that they have authorised! In May I roamed along the river, sometimes at night, sometimes with a tripod, taking pictures of a lot of structures and no one gave me a glance. I remember reviewing someone's notes on what was kosher or not in London, but was working so much up till (and during) the trip that I completely forgot about it.
