I love this question, and while it is self evident, it is also impossible to answer because stories like this defy any real common sense.

In areas where it is state land (without federal support) being used for parking, I don't see a big deal for them to charge parking. A marginal amount to help stem the financial bleeding is a short term solution that would work provided the state can actually cut or freeze its spending.

Where it is not state land however, Sacramento needs to just keep its nose out of it.

Here's how it works:

(1) Eliminate the paved paradise. What do you think is going to happen to these parking lots? Think they'll be turned into parks?

Think again. It expands into more retail space. "But lawrocket? Why would they want more retail space?" Because that results in increased sales tax revenues.

(2) Put people on buses. why are buses and bicycles such good things? Because bicycles do not contribute to road wear and because buses are government-run. More bus ridership equals more revenue.


It's all about increasing revenue and decreasing government services. Of course, "the environment" is the way to do it. Grocery shopping? A ten minute trip to get some milk should now take 30 minutes because of bus times.

I can really see "no parking" at hospitals. They need to make money from ambulances. Anyone caught parking at a hospital will be ticketed $980.

Unions, of course, will ensure that their folks get free parking - for a small fee.

That's right. Business owners pay a higher lease payment for parking access. There are numerous stories of failed businesses right here in downtown Fresno. Fresno's solution? Free parking.

Yes, the parking situation prevents people from shopping and dining there. People will pay for convenience. They will not pay the government for the convenience. It's been shown time and again.

My lord that is a piss poor article. It doesn't say what the remedy will consist of. You could hire an assassin to kill people randomly in the free parking slots, you could hire a guy in a mascot in an animal costume to hand out flyers to people encouraging them to use their bikes. Which is it?
As far as the state minding the cities' business aren't cities creatures of state legislation? If cities want money from the state and the state says "fuck you, collect it from the parkers," that seems like fair play.

The farce in all of this is that the bus/mass transit systems across the state are reducing service and increase fares and cannot even meet the current demands well. It isn't actually possible for people to get their transportation needs met by these services.

As it is, the cars fund a considerable chunk of muni, more so than the collected fares do. In SF, parking tickets and meter collection and residential parking stickers are far more significant than the 50% of us who actually pay our fare (rather than come in on the back door). In Marin, the long standing $6 toll for the Golden Gate Bridge isn't maintaining the bridge, it's paying for buses and ferries.

One genius action in SF this year was increasing the meter rate for motorcyclists downtown from 25cents/hr to 70cents. End result is it's over $6/day to park, or effectively $48/car space. Garage parking tends to be ~300/month. End result - half the spots are now empty and those people are back to their cars or using the overfilled bus system. Revenue gain is minimal, and the overall system is definitely worse off. SF already is uncompetitive for retail sales because of the difficulty in parking. People will adopt in ways that will not improve the overall picture.

It reminds me of the dependence of the local governments on cigarette taxes for their pet projects. If it actually works to discourage smoking (or driving), then that well of money gets even lower and so they have to continuously increase the taxation.

There's a difference between preferring to collect 78 cents over 0 cents on your dollar (CY$ mind you) at retirement and being an advocate of a pyramid scheme that is doomed to failure. I would happily overlook my sunk costs in social security if the program was halted outright tomorrow. I make no further payments, and I never see a dime of the money I've paid in over the last decade. I'm completely fine with that, I'll still come out way ahead.
