And you know that it actually does, right?

The Gun Control Act of 1968:

Under the GCA, firearms possession by certain categories of individuals is prohibited.

1. Anyone who has been convicted in a federal court of a crime punishable by imprisonment for a term exceeding one year, excluding crimes of imprisonment that are related to the regulation of business practices.
2. Anyone who has been convicted in a state court of a crime punishable by imprisonment for a term exceeding two years, excluding crimes of imprisonment that are related to the regulation of business practices.
3. Anyone who is a fugitive from justice.
4. Anyone who is an unlawful user of or addicted to any controlled substance.
5. Anyone who has been adjudicated as a mental defective or has been committed to a mental institution.
6. Any alien illegally or unlawfully in the United States or an alien admitted to the United States under a non-immigrant visa. Aliens who have a tourist visa or student visa may possess guns if they have a current, valid hunting license.
7. Anyone who has been discharged under dishonorable conditions from the United States armed forces
8. Anyone who, having been a citizen of the United States, has renounced his or her citizenship.
9. Anyone that is subject to a court order that restrains the person from harassing, stalking, or threatening an intimate partner or child of such intimate partner.
10. Anyone who has been convicted of a misdemeanor crime of domestic violence (added in 1996 by the Domestic Violence Offender Gun Ban, or "Lautenberg Amendment.")



So, Cho was in fact not allowed to own a firearm. This was a failure of the REPORTING system, and does not mean he was legally allowed to own it.

Cho was found to have a mental issue... But he was not found to be a threat.... You could claim that he should not have been allowed to own a gun based on his out patient commitment (and I would agree), but according to your OWN source:

health care entity disclose an individual’s health
records or information. However, permitted
exceptions are information necessary for the
care of a patient and information concerning a
patient who may present a serious threat to
public health or safety...

Because interpretation of HIPAA and FERPA
were key in stopping adequate exchange of information concerning Cho, the panel requested
that its legal council research the interpretation
and exceptions under these laws, which is presented
in the next chapter.



So it was not a failure of the CGA of 1968... It was a failure of the reporting agencies due to HIPAA and VaHRP.

In the FINDINGS of your cite:

The lack of a requirement in the Virginia Code
to certify outpatient commitment orders to the
CCRE resulted in Cho’s name not being entered
in the database, which could have prevented his
purchase of firearms.



The Virginia Health Records Privacy and
Va. Code 37.2-814 was amended after this to close the gap in the reporting process....

Again, it was illegal for Cho to buy any weapon. Just as it is illegal for a felon to buy a weapon.

So again, I ask.... What would YOU consider to be a proper process? And would YOU be willing to put that same process in place for aviation, model rocket motors...ect?

And I am STILL waiting on you to answer what you meant by, "people like you make it easy".....
