I define "working" as "the passengers and crew stopped a bomber from destroying an airplane." I define "not working" as "the passengers and crew let the terrorists take over the plane and kill thousands of americans." Now, you are quite correct that the system for detecting the bomber before he got on the airplane did NOT work. Context matters, eh? It is the only thing that stopped the fourth aircraft from being used against another target on 9/11, and it stopped both the shoe bomber and this guy. Clearly it is one method that is effective at stopping terrorist attacks. Any defensive system needs layers, from background checks to passenger screening to physical security in the secure areas to passenger and crew intervention.
