Usually the fiscal conservatives equate just about any money going from the people to the government to pay for anything as a form tax. Can't say I necessarily disagree either. Although, some "creative" politicians like to use phrases such as "user fees" and "revenue enhancements" and thereby attempt to hide behind the growing collection of taxes. On the flip side, I also am not opposed to certain services being mostly paid for by the people that most directly benefit from them. Either way, you have to pay for stuff. In the case of health care, you can try to do it "fairly" by making everyone foot a piece of the bill up front, or you can try to hide it by making the services in the ER just cost more.
