That's correct - give to Caesar what is Caesar's (taxes) and give to God what is God's (charity).

Bill et al don't understand that Christians don't have an issue with paying taxes for government. It's over taxation to pay for services that should not be rendered by the government that's the issue. To those who believe in the supremacy of the State, that difference is completely lost.

I actually agree with mnealtx on something.

If helping the poor = rendering unto the lord (in other words, it is doing God's work) then it isn't necessarily also something you "render unto Caesar."

In other words, there is no Christian mandate to do God's work ( helping the poor) through Caesar (ie, through taxes & government programs).

You should do it yourself, voluntarily, or out of a sense of "rendering unto the Lord" (ie, help the poor through the Church. That's why there is a poor box). Throughout most of Christian history, it was the Church that was the safety net for the poor.

Correct! And as you know, that applies to charity. A little more of that:
