Many critics had (as usual) no actual knowledge, just knee jerk reactions. I think the criticism all came out of the 2000 election with suspicion that he rigged the election, both in the counting (dubious at best), and the purging of the voter polls (more substantial, but could be explained by incompetence of the process rather than ill intent). Given how many people still haven't gotten over 2000, it's easy to see how Jeb is smeared with it. It may linger in history the same way Kennedy takes Illinois in 1960. In general, states that taxed income or capital gains (is Florida either?) had a surplus in the late 90s.
