One could cite a number of other documents that are only pieces of paper, parchment, or vellum.
Some matter (e.g., Magna Carta, The Constitution ... religious texts) and have consequences (e.g., the IRS tax code, State traffic codes), others less so (e.g., those unsolicited advertisement inserts shoved in my mailbox, unsolicited Comcast advertisements, etc).

Then, I guess we are no better or no worse than the other nations who signed the declaration....and failed to live up to it.

I preferred "Duck-Ya". :)
But, I suppose it's kind of strange that the only Countries which, after signing it, actually implemented it to their detriment were the former Soviet union and it's dominions. Otherwise, it was either a difference which made no difference, or a piece of paper to be dodged as the government wished.
