And the obvious meaning of that is that they thought it unlawful but were were prevented from saying so by "The Man".... The only sure way to survive a canopy collision is not to have one. It appears they killed this poor kid because he was "acting innocent", agreed that the officers were mistaken, but nothing else is to come of it.
