happythoughts 0 #1 November 5, 2008 Nuclear Non-Proliferation Treaty (NPT or NNPT) is a treaty to limit the spread of nuclear weapons. There are currently 189 countries party to the treaty. Only four recognized sovereign states are not parties to the treaty: India, Israel, Pakistan and North Korea. India and Pakistan both possess and have openly tested nuclear bombs. This is the beauty of it. There is only one amendment to the bill and it has already been violated.
