I am 99% certain that the goal wasn't to simply quell a level of violence, I'm nearly certain that the stated goal was to accomplish something else as a result. Can you tell me what that was? I'd call it a failure right now since, as I've previously stated, what was supposed to happen hasn't. Not even close. It was supposed to be a temporary surge to allow the Iraqi government to form and stabilize so that we could leave. AP does not, nor will they ever, make a judgement on that type of claim, in this case being made by The White House. In other words, AP is simply quoting The White House's claim that 15 out of 18 are "satisfactory" AP does NOT claim they actually ARE satisfactory. In the same article (which BTW is actually balanced by this); Quote Rep. Mike McIntyre, D-N.C., who requested the administration's updated assessment, scoffed at the May report, which he says uses the false standard of determining whether progress on a goal is "satisfactory" versus whether the benchmark has been met.
