Perhaps he tried to light the flare with the lighter? I don't know if that would work or not. Interesting. In california you have to be 18 to buy spray paint and the stores (Home Depot etc.) keep it locked up. Are they worried about you spray painting someone to death? More about huffers and taggers. BUT. it's ok to huff gas or kill someone w/ it. Crazy world we live in.
