lawrocket 3 #3 September 11, 2008 This is the same MMS that negotiated with oil companies back in the 1990s and kinda sorta forgot to include payment terms in the leases. Now, let us take a look at this department and the investigations. An investigation was closed last year as to how it was that the MMS employees forgot to put language in leases that allowed oil companies to drill on federal lands and not pay for it - a $10 billion mistake. Since these lapses occurred during the Clinton Administration, GOP Congressmen, of course, clamored for investigations and hearings, etc. The report by the IG revealed causes as lazy management, ethics problems, and a culture that covered up mistakes. Now in this one, we'e got this same group of bureacrats involved in middle-aged fraternity hijinks. And these women at the MSS would not be "outdone" by the men. Pun intended. So it becomes a Democrat crusade against the in-the-pockets-of-oil=companies GOP. (Though it appears not to have cost $10 billion). I have no reason to believe that the culture of "ethical lapses" and "lazy management" is a creature of the Bush Admin, nor of the Clinton Admin, but rather of a long history at this department that it's a government job without piss tests and where getting blown by oil company entertainers (or blowing oil company entertainers) was the way of business. Are the oil companies to blame for this? Or is this what to expect from government oversight? Sex, power, alcohol and money are the calling cards of upper level government. lawrocket 3 #4 September 11, 2008 So how does one side of Congress look to dealing with an unethical government? By seeking to punish those the unethical are supposed to regulate. So let's say you've got a director of a governmental royalty program who is getting paid $30k on the side by a consulting firm for marketing its services to oil companies. That's it - punish the evil oil companies! Let's say you've got government employees getting drunk and doing blow at oil company functions. How do we deal with it? Punish the oil companies! And let us take a look at part of the problem with this program. The oil companies, instead of paying cash to the government, give the government oil. The government then either puts it in the strategic reserve, or sells it on the market. The government acts as a private commodities trader. Guess what happens in private industry? You market yourself and form alliances on the clock and off the clock. You play golf. You go to functions. You send gratuities to others and they send them back. All of this in the hopes of building business relationships. I've seen it all. And the government gets in the game and ends up playing by those rules. And who gets the heat for it? Not just those who are vilating their own rules, but those are playing the game as it is. And people want the government to be involved in more stuff? My wife is hotter than your wife. Incompetence is not a trait of all govornments but the Current US govornment is quite incompetent indeed. There is such thing as a govornment that is not entirely corrupt you know? or do you?
