This can be a bad thing when someone like Hitler with a lebensraum philosophy decides to take over other countries to add to his own power and resources. And likewise, countries don't like to see pieces of their own getting split off to belong to someone else, and losing that power and those resources. I think he's talking about the fact that Texas, alone amongst all the states, when it was adopted into the Union in 1845, retained the right to secede if it ever desired to do so.
