The line attorneys who are out there working the job are career guys - their jobs are not political. It turns out, that senior DOJ officials made politics a qualifier. It looks like many of these jobs were related to immigration judgeships, etc. There ain't a lot of people qualified to do this because immigration is so complex. And this caused delays.
